region (Gorno-Badakhshan Autonomous Oblast) plunged into
economic and political chaos. Largely unprepared for this new r eality, Badakhshan soon faced an acute social and economic
crisis as the previous interdependent central planning system disintegrated. The situation was s everely aggravated by the ensuing civil war (1992-1997). The country experienced the emergency
of various political platforms presenting divergent policies to deal with the rapidly deteriorating
situation. Unemployment, inflation and other unfavorable circumstances of the ongoing crisis
rendered people hopeless in the face of vagueness of their future. Such situation has compelled the
young people who graduated from the only institution of higher education in Badakhshan,
Khorog State University, and leave to other countries for earnings. Beginning from this period
many high skilled and talented graduates (HSTG) of KSU have left the region in order to
seek better opportunities for earning and applying their skills and knowledge in foreign countries.
One can certainly call this tendency a "brain drain” from Badakhshan, in this case from the
